If children are underfed then they get taken away by child protection services. But for some reason encouraging a child to stuff their face to the point where they're 10 stone by year 3 is perfectly fine. Why exactly is this not punished?

Because society has indoctrinated people to think it is normal. That some kids are not fat and lazy, but instead have a natural problem beyond their control.

We do live in a PC gone mad world. Apparently i heard that some doctors were warned against calling people fat, to not shame them or hurt their feelings, but instead they should be labelled as "alternatively sized."

Having fat kids is punishment enough.

I'm allowed to say this because I was one.
