Trust or power

Sooooo, for my Trusts essay I have the following disposition in a problem question,
'£200,000 to mt executors on trust for my old friends at University, in such amounts as they in their absolute discretion think fit.'

Initially I sided with a discretionary trust thinking that they had to perform the obligation. But then I realised that from the wording, there is no clear answer as to whether they have to perform it or not, and as such I'm very stuck as to whether this is a discretionary trust or a power...Please helppppppp!!!
