Applying for adjustment

Is it possible to apply for adjustment to a uni that rejected you if you get results that are good enough for them?

Yes

Although it will depend on why they rejected you (if it wasn't just about grades then outperforming your firm offer conditions might not be enough) and that they have space available.

Universities don't hold grudges.

thats exactly what I want to do. City university rejected me because my predicted grades are low and now I am hoping to apply through adjustment
