Definitely if you will be paying your accommodation fees out of your loan, as many do. Accommodation is significantly more expensive in London than anywhere else in the country, with halls fees being £3500 - £4500 a year, and rent on an average place in an average area being no less than £100 pw.
I find it's also needed for travel - depending on where you live, you'll either use Oyster pay as you go, which seems to deplete ridiculously fast, or you'll get a weekly/monthly travelcard which is £16/£60 ish with student discount. This is massive compared to many of my friends, who have annual bus passes for about £50 in cities like Manchester.
Going out is also expensive if you don't go to student nights.
So the money really does make a difference - I wouldn't have survived on a normal loan.
Even with the full London loan most people struggle unless they have extra parental support or a part-time job (or work their socks off over summer and save).
Although with the increase of student loans in 2008 it meanks that you get quite a lot of money if you live in London so hopeful with a part-time job should be ok
