Yes, and it is milk before tea if the tea is brewed in a teapot, but tea before milk if made in a mug.

Cereal is the main thing I'm eating, so that is my base on which I judge the quantities of everything else, in this case milk. I would only ever put milk first if I was running out of it and so that would be my base for how much cereal I use.

Cereal then milk.
You pour milk in a bowl and warm it up in the microwave, then add in your ceral, eg cocopops so then it doesnt get soggy
