Can you get Uni offers over Xmas holidays

Students have broken up from uni starting from this week, so does that mean admission staff (because they are presumably on holiday too?) have stopped looking at applications until mid Jan when uni starts again?

Most universities don't shut down when students leave so staff are still there. However, it depends on when the admin staff go on leave. I would suggest that you are very unlikely to hear anything now until after New Year. I think I remember last year getting an email from one university that said "no offers will be sent out during these dates" so check any emails you've had.
