New application for dropped out

I was computer sciende student and dropped out at the end of 2nd year because I failed miserably due to family and mental health issues. I tried to apply at different uni through clearing last year but was not successful. Now am starting new application how should I address my situation in ps about failing 2nd year and gap year.

I want to start from year 2

You shouldn't address this situation in your PS - it's something that should be explained by your reference (and your previous results and attendance at university should be listed in your education section)

Your SP should concentrate on your reasons for wanting to resume your studies and what is motivating you to continue your degree.
