Exceeding requirements ?

Let’s suppose the entry requirements for a specific uni are ABB and a 6 in maths at gcse and English. However, I ended up getting A*A*A but have a 4 in maths and a 6 in English . Would I still be able to get in ?
Not if it's a stringent requirement (which GCSEs usually are for Maths and English), no
As above, universities take GCSE grades seriously (at least in my experience). But I suppose it also depends on what subjects you've taken at A-Level and the university itself too.

I'd be looking to take a gap year, which would include retaking GCSE Maths and applying to one or two more competitive universities (including Oxbridge).

You can ask the universities now what they would advise that you do about your GCSE Maths, although I expect that its a firm requirement. Good luck.
