A Room of One's Own: Quote analysis and meaning

Hi guys, I just have a question to ask regarding analysing this quote.

‘It was absurd to blame any class or any sex, as a whole. Great bodies of people are never responsible for what they do. They are driven by instincts which are not within their control.’

What does it mean: I see two potential interpretations: one being linked to Feminism as that is the basis of the book it is cited from or just generally conformity and society.The question I am to answer is:To what extent do you agree with Woolf’s assertion? Discuss with reference to two historical events.
