Also does anyone know any hospitals or clinics that offer work experience to people with no qualifications... YET

Just keep pestering your local GP and I have no idea where you live but if you live in Southwest London, Chelsea and Westminster Hospital and Royal Brompton Hospital offer them. I got work experience last year in year 10 at Royal Brompton Hospital for a week and it was pretty fun. So just check around.

You can apply to be an Observer. Don’t call it work experience. Try your GP practice first. Then write to your favourite hospital’s Human Resources Department.

My advice is to go into somewhere near you (e.g: your local GP) and ask if they allow work experience.

I had to do this a few months ago to try and get some work experience in a veterinary practice and although the first place I asked didn't allow it there, they did tell me places that did! I'm only 15 so I'll be mainly observing but because you're 16 you're more likely to be able to be slightly more hands on (16 year olds are more covered through a workplaces insurance apparently).

If they don't tell you any other places without prompting, just ask!

Also sending emails may be a good idea.
