UCL- best for BME in all BME rankings I've seen. It's also got a very small class of about 25 students who, according to comments, work extremely closely with the professors on their own research as well as professors' and postgrad students' research. And since BME is the most research oriented, this is a big pro.

Imperial- well, IMPERIAL!! It's the school when people talk about engineering in the UK and it's deemed almost MIT level in the world for engineering. I'm sure it'll serve as a big plus with employers.
