You gotta look at the number after the 2 to check if it’s rounded up correctly. And it is correct for 3sf because it has 3 numbers and 0 is not the first digit. For example, 0.00000000001 is correct to 1 sf and 0.000000000010 is correct to 2 sf. So the point is as long as the number starts with 0, the number of digits is no longer effective on the number of significant figures! This may sound ver confusing but I hope you find it a little helpful!
