What course do you have an offer for? The problem with changing to E&M specifically, aside from the fact that any post-offer change is quite a challenge, is that it is the course with the lowest acceptance rate and relatively low number of students so your request may be seen as a way to 'game the system' by applying to less competitive subject and changing it to E&M later on. Your current subject being unrelated to E&M kind of supports that conclusion (passion for the course etc.) but you will never know for sure until you try so if E&M is really what you are after (and not what you think would serve you better career-wise and you are absolutely sure of that, as compared to having some doubts about your current choice which often disappear after studying it for some time), then ask the admissions officer at your college about such possibility. As to when, if the tutors would even consider such a change it would most likely be after A-Levels results when they'd know situation for both courses so I'd recommend writing an email then. Also, it'd be much better if your college offers E&M but if not then switching colleges is not unheard of, but highly unlikely nonetheless.

Good luck and post an update when you decide what to do and whether you have succeeded later on (if you decide to try after all) for reference to all others with similar case.
