    for part a the mark scheme says
    "Photon causes no ionisation" but why cant we say "because bubble chamber doesnt detect neutral particles and photon is a neutral particle"

    Because the reason why the bubble chamber doesn't detect the photon is that it doesn't cause ionisation. You must mention this. I suppose you could say the mark is for demonstrating that you understand WHY neutral particles don't cause tracks.
