I am wondering why rates of sexual harassment are so high. Does it have anything to do with the country and its laws, the culture, gender dominance, or is it the social dominance?

I think there are many reports lately because many people cant really define what sexual 'harassment' is. This, in my opinion, overshadows the genuine cases of crimes that involves forced and non-consented sexual invasion. It is becoming an avenue for score settling and vendetta settling where petty matters are labeled sexual harassment. I also think in the west, 'REVERSE GENDER DOMINANCE' is the reason why this is happening. Where one gender(female) is so empowered by the MEDIA, POLITICS AND INDUSTRY that if they scream sexual harassment, the man in question is judged, sentenced and executed by the public even if they haven't been tried in court.
