    In my school, the students and teacher have to elect you for you to become Prefect, and I have to write my speech to be delivered at the whole school assembly very soon.

    How do I catch people's attention and make it funny so they'll remember me? Help, idk how to appeal to people :"(

    "I cannot see, I'm legally blind. POP hold it down?"

    The funny speeches at my school were ones that contained references to funny things or make light of things in a tongue-in-cheek way.
    For example, we had a deputy headmaster who often said 'I'm going to come down on you like a ton of bricks' and in a reflective speech the head boy said '[on good memories of the school year] and Mr ...'s bricks that never seemed to come down'

    I think it's also tricky to magic up funny lines and then build a speech around it - it may help you to write the serious bits of it then think about funny things you can say.
