I have heard that if you fail your AS then you will have a hard time resitting those subjects as the schools do not want to waste money on entering you for that exam fearing you might fail again or you will need to take different subjects. Like are you proper screwed if you fail your AS?

Schools may not enter students for an A Level with poor AS grades, that's up to the school.
It won't look fantastic on a university application.
If we're talking about the old-style AS, then it will have an impact on your A Level grade and schools tend to allow resits of AS Level exams in year 13, though there will be exceptions. -

they said at the end of the year if you don't get atleast a D grade in a subject u have to retake the year

It's your school's belief that if you don't get a D or above at AS, then that subject isn't right for you, and there's not point in continuing with it. I disagree with them, but that's their stance.
That doesn't mean they'll kick you out, since you need to be in employment education or training until 18 legally. -

As 04 pointed out the mark may contribute to your A level if legacy or internationl. If linear it will not, so doesnt matter much. Most people have stopped taking AS and take linear.
If you are doing AS then check whether it counts towards your full mark.
In theory it is easy to resit. In practice if the fail is large then your school may decide you have no A level propsects and either tell you to drop it or if you did really pooerly ask you to leave. -
