    Think of the different scenarios, starting from 14:00 all the way to 15:00. So what happens at 14:01, 14:02, 14:03....

    If the inter arrival time is a constant 30 minute, the expected waiting time for a uniformly randomly arriving passenger is 15 minutes. Therefore the chance of waiting longer than 15 minutes is 50%.
