    So this girl who I’m talking to she’s 16 and I’m 20 but we are just friends she said she really likes me and wants to be with me but I don’t know what to do someone help me

    For a 20 year old, you really dont have experience when it comes to girls, chat to her, show her u are interested then ask her out

    do you like her in a more romantic way? if not, i think you should let her know, else she'll get the wrong message, and it won't end in the best way.
    maybe, try hinting it at first; if she doesn't get the hints, then tell her properly.
    if you do like her in a more romantic way, then i don't think there is anything wrong with it- she may be 4 years younger, but if she is mature enough, then i think you should just go for it.
