If you study BA Photography for example in the UK and you want to study abroad for up to a year, can you only study abroad if you find a course that studies the same specific subject, Photography, or could you study another arts related subject abroad like Fine Art, Graphic Design etc and that would count towards your overall degree?

Talk to your uni, but the responsibility for awarding the degree is with your uni and they wont consider study abroad without it being part of their award scheme. I think your idea of just finding any uni and having that count is misguided. Try something like Erasmus. Your uni or department should have details about the availability of study abroad opportunities.

Can students at UK universities only study abroad at a university that the university you attend in the UK already partners with? Or is it possible to attend a university to study abroad at that is not partnered with the UK based university you attend?

You can study abroad with a non partnered uni, but your issues are:

Student finance wont assist.
Your uni will have nothing to do with recognising the study as part of your degree. Why should they?
