I have arm muscle but don't want to lose it that much but get rid of my belly. How much weight Should I lose?

You've not given enough info for us to tell us how much weight you should lose. It's impossible to tell you by just knowing you want to keep your arm muscles and lose belly fat.
just hit the running machine , you will know when the time is right

Oh ok. I weight 8.8 stones. Consume about 2,200 calories to 2,500 a day

Yes. You need to be in a calorie deficit to lose weight.

Difficult to say as it depends on your own body however some people do 500 calorie diets. Have you heard of the 5:2 diet? Basically you eat what you want pretty much for 5 days out of a week then for 2 days you fast basically only eating less than 500 calories. Really effective and it works for most people.
