I’ve been having a hard time deciding what I should do; either write notes and study them? or study as I go along? make quizzes and revision sheets of formulas (Business) and key words?
Last time; I wasted so much time writing notes that I crammed everything in a day by teaching myself and doing active reading, barely used my notes. Ended up getting ABB.
Which one is the most effective way for the May/June exams?
Also; I take History, Business and English (A-Level CIE)

You can do both. There's no reason to create a false dichotomy where one doesn't exist. I also suspect that that you left revision too late which is why you didn't have time to go over your notes.
For me personally, I make notes and I find the practice of writing information helps my recall. -

If you find yourself in an emergency situation, actually learning and understanding everything you need to know in a subject for the exams is better than condensing some of the information but knowing absolutely nothing about other parts. If you have time though, it doesn’t matter what way you do it
