“ The legal and political primacy claimed by the Westminster Parliament since the Glorious Revolution was based upon its uniquely representitive character , as compared with both the Crown and the courts. If it is to maintain that primacy in the contemporary constitution, the composition of both the House of Commons and the House of Lords is in dire need of reform .” Discuss.
