Just wax it, it won't be worse than it is now

You can get certain creams to bleach it so it appears lighter.

Shaving/waxing and it "comes back worse" is a complete and utter myth. Shaving cuts the ends so when it grows out it may seem thicker but is actually exactly the same as any other method.
Being 15 and having hair on your upper lip is normal.
I suppose you could pluck each hair individually if you wanted to put that much effort in but it's really much easier to shave/wax.

don't shave it - you can wax, thread or just use bleach cream - if you want to know what bleach creams to use just ask me, all you do is put it on the area you want to bleach, wait 15 mins and wash it off and your hair will be lighter and not noticeable at all

If it is really noticeable and it is bothering YOU. Then get it waxed, or try waxing yourself - I had a friend who used to do this and over time you get used to it; it becomes as much as a routine as shaving anywhere else.

Honestly, if you wax it (you should), and maintain it regularly, it shouldn't be a problem

Jolen cream for sure, its really popular, does an excellent job and doesn't burn your skin. You can get it from Boots, Superdrug etc
