What do you mean by "don't work"? Do they not show up, or are they just not clickable?
Also, does the start menu work if you press the windows key?

As _Chris33 asks, what do you mean by not working? Does the Windows key do anything?

What do you mean by "restarting Windows in Task Manager"? Have you actually been restarting the computer or just restarting Windows Explorer (the main process associated with the task bar)? If you've not restarted the computer then that'll be the first thing you want to try.

If you've shut the computer down, is this a persistent problem? If it goes away when you turn the computer off then it's likely nothing to worry about, Windows bugs sometimes. If it's a recurring problem though it'll be difficult to diagnose and thus difficult to fix.

Do you remember when it first happened? Did you install some software or do anything that might have caused the problem?

There's a bunch of different Google solutions for fixing broken taskbars, ranging from creating new accounts to messing with CMD/Powershell to re-instantiate the taskbar. The only recommendation I can really offer is to go through online fixes and see if any work for you, paying close attention to what you're doing to ensure nothing else is broken. It's a fairly broad problem and even if you were able to give us lots of information it would still be near impossible to actually daignose the problem. Following online guides for fixing similar issues is probably your best bet in all honesty.
