Loans for a non-citizen

I am currently trying to apply for 18/19 tuition and maintenance loan but I'm from Lithuania, been living in the UK for 4 years now. I believe I'm eligible to maintenance loans as a child of migrant worker. I'm confused about which forms to fill out because it did not let me apply online. Currently I'm looking at these forms:
http://media.slc.co.uk/sfe/1819/eu/eu_eu18n_form_1819_o.pdf
http://media.slc.co.uk/sfe/1819/ft/sfe_pn1_form_1819_o.pdf

Can someone please tell me which one I'm supposed to fill out? I don't have a UK citizenship.

HI migliuee,

Yes if you are from the EU, the EEA Migrant Worker team assess students who do not meet the required standard core eligibility requirements but the student or their EU/EEA family member are working in the UK.

The forms are available on www.gov.uk/student-finance-forms,

Here is a link to take you to the form that you need,

http://bit.ly/2H8DT5g

The application you should complete will be a PN1, the same as a home student.

Paper application should be posted to;

EU Migrant Worker Team
Student Finance England
PO Box 89

Thank you so much for your reply. Regarding maintenance loans for migrant worker, - if my mum works in the UK and has lived here for 4 years with me, I should be eligible for the loan, correct?
Also, in the form it says
"b3 Send your original non-UK passport or Biometric Residence Permit; OR
Send your original UK birth or adoption certificate and a completed Birth/Adoption Certificate form"

Is identity card ok? I don't have a passport, only an identity card with which I have come to the UK with. Copies not accepted?

Hi migliuee,

To be assessed as Child of a migrant worker, your parent must be working and remain working throughout your studies.

Can I ask are you working yourself and are you over 21 years old?

We can only accept original documents, your original EU Identity Card will be acceptable.

Thanks Rona

Yes, as far as I know you don't need to have lived here for a certain time to apply for a tuition loan.
