Can you get a belly button piercing if you are under 16?

Im 15 now and want to get a belly button piercing but i dont know if there are any age restrictions before i ask my mom. I want it for my birthday but ill probably get it before then if i am allowed.My birthday isnt untill the send of Sep. I want to get it done at the start of the six weeks holidays which probably work out better expressly with the healing.

Is there anything else i need to know about getting a belly button piercing?
How much on average does it cost to get your belly butto pierced?

Did you need parental consent? Do you parents have to be with you when you have it done?
