DofE gold is basically equivalent to an A*.

DofE is a good opportunity to be involved in voluntary work and bettering yourself, however I highly doubt that during the applications process, it will come down to "well X has the DofE and Y doesn't". The best way to get an offer from top unis is to show involvement in the subject you're applying for. Doing NCS, DofE is all well and good, but if it has no relevance to the course you're applying for, it doesn't mean all that much.

DofE is irrelevant for Oxbridge.

Oxbridge wont care, unless one of your sections is relevant to your course (for example if your volunteering section was helping in a hospital and you are applying for medicine). It's just something to add to your application, to show your range of skills, and may appeal to other universities.
