    So the subject is care and treatment in hospitals and improvement in the 19th and 20th centuries.

    Make a list of all the improvements.

    Make another list of how many of those were down to government actions.

    Compare the lists and which improvements look most important, the ones by government or the others? This gives you context.


    So after that research would go something like-

    Introduction- identify and explain the issue and investigation in respect of the question.

    ID and explain the x number of major improvements in care and treatment.

    Examine government led initiatives.

    Analyse which ones were really the most important.

    Answer the question as to how important you think gov actions were.
    the answer will be most important, of great importance, only of slight importance and other things mattered more, to not important at all.

    That is your personal answer to the question.

    That is how I might approach it.


    Ps do note that government intervention can cause harm or be ineffective. It could also be indirectly or uniquely helpful, so be sure to understand the wider picture and the role government actions can play. the better you analysis and evaluation, then the higher the mark.
