You've got to revise content first otherwise how would you be able to answer the questions in the first place?
To answer your question, past papers are a large part of revision as a whole and allows you to massively improve your knowledge and exam technique but it won't help if you don't have the basic understanding of the subject first. It shouldn't be your sole method of revision - especially given the recent exam reforms.
