If you know a person you may recognise that they aren't acting as they normally would, but the only way you would know why is if they said. Loads of things including just being tied could cause them to act out of character.

Unless you're worried that they are so drunk they're going to collapse in a pile of their own puke you just ignore it and bare in mind if they do say anything stupid they may not mean it. If it matters to you you could always ask if they've been drinking I guess.

Im worried because they are probably smoking weed and drinking on school nights all the time. We’re still in high school...

You could have a talk to them about it some time or mention your concerns to somebody like a teacher, but right now when they might be under the influence you're not going to get anywhere.
Doing things like drinking or taking drugs can be down to emotional/ mental issues so if you do talk to them about it bare in mind they could be in a bit of a bad place rather than just irresponsible so a supportive approach could be the way to go.
At the end of the day though it is up to them so don't aim for getting them to quit cold turkey or anything. Just giving them the idea that you're concerned for them and there if they need you is enough.
