    I am currently working on an essay question for uni and the question asks whether I think this issue needs to be reformed. My take on this question is that it needs to have some code or principles to guide (which is persuasive), but not necessary a huge reform, i.e a new Act or significant changes to the current legislation. Would this still be a 'reform'?

    Secondly, do you guys refer to laws that are not yet implemented but in process to be implemented in your essays? How would you incorporate them?

    Any help greatly appreciated
