Of course, they have a cell membrane, outside of the membrane is the cell wall.

A plasma membrane is present around all cells
Some prokaryotic cells (Gram-negative bacteria like E. coli) even have two layers of membranes: an inner membrane (the plasma membrane), a murein-based cell wall around the outside of that, and another outer membrane surrounding the cell wall.
Other prokaryotes have just the one membrane and the cell wall on the outside, as @Mihir saxena said.
