If you have to ask questions like this then you probably aren't ready for a girlfriend.

Since when does asking for advice make you unready for something? Especially relationship/dating advice?

If he really was ready for a girlfriend he would not be asking such vague and basic questions such as 'how do i go about getting one'. Sounds more like he is bored and feels like there is something missing in his life, perhaps all his friends have girlfriends. He's 16 so probably ready for some female interaction, but a relationship at his age is a waste of time and energy imo, especially if he has such little experience.

The best advice I could give is to be yourself.
