I‘m an eu resident and starter a two years master and dropped out after 7 months (it was my choice to do so, not the universities). Can I still apply for the same or similar programs in the UK?

As long as you didn't receive a qualification, yes you can apply for the same/similar programme in the UK. But if you dropped out, is it a good idea to do the same subject?
