Exchange in Mannheim vs Fudan

I am a history and business double major student from Turkey. I will be abroad for a semester next year but I can't choose between universities Mannheim and Fudan. Please help me !!
PS. majority of my classes will be from history department but I will enroll to one or two business classes as well. Only the English-taught ones.
I am B1 level in German and I am beginner in Chinese.
The factors I mainly consider are:
Living expenses
Safety/security conditions in the city
Quality and quantity of daily activities that can be done
How easy to travel around (more of a question for Shanghai)
Accomodation opportunities
Most importantly is the administrative staff helpful
