Is copying 3 large paragraphs, but still referencing the author, a form of malpractice or plagiarism?

On the revision instructions it is described as 'poor practice' but I'm lost as to whether it constitutes plagiarism and malpractice.

Anyone on the 2018 scheme may know, all help greatly appreciated.

The clue is in the word copying. Even if you acknowledged someone you copied their work.
