Was Kaiser Wilhelm II of Germany a dictator? Did he have any form of government that his law had to go through?

He was essentially a despot, yes. There was a parliament, but there was little suffrage and the Kaiser chose most of the members. It had very little responsibility before the Weimar Republic came along and changed that.

Thanks. Do you know if the Weimar government/Republic was formed in November 1918 (when the Kaiser abdicated) or in August 1919?
