The committee's report also said that the dossier was "not 'sexed up' by Alastair Campbell or anyone else".
Mrs Taylor said: "There was not political interference - the dossier was not sexed up. In fact, the dossier was based on the JIC assessments that we have seen."
There were difficulties in putting intelligence into the public domain, she said, which would need to be examined if such a dossier was needed again. The context of the information was clear to its authors but not to all of its readers.
Asked what mistakes she felt were made in writing the dossier, Mrs Taylor said: "We don't even say mistakes, it is misunderstanding and not appreciating the way audiences will understand."
