Applying knowledge for Biology A level questions?

Not only is there so much to learn for bio, I am finding it difficult to apply knowledge. For example, I can memorise a process really well, but if I have to apply that process to a scenario I've never learned before, I have no idea what to write - what gets marks, how much detail to go into etc. and sometimes I don't even understand the question or what it wants.

There are only so many past papers available since it's a reformed A level so unfortunately I can't learn mark schemes like at GCSE.

Any tips for improving application of knowledge/understanding what questions mean?
