Are you sure Q10 is B? I would say the answer should be D. B is a pareto improvement (i.e. more of both armaments and all other goods are produced).

The information given in Q22 is only about how total disposable income is distributed. A,C, D are all statements about absolute levels of disposable income, whereas B is the only one that discusses relative levels disposable income. For example, if total disposable income rose from £1 million to £1 billion, all groups could have more disposable income despite their shares of total disposable income potentially falling.
