Loosing thigh and buttocks weight

I want to loose weight around my thighs and buttocks. I am pretty skinny in my belly and arm but I’m going to try and tone them up.

I’ve been eating healthier and I’ve cut out all foods with added sugar.

Was wondering if first I need to loose the fat around my legs and thighs through dieting then when it’s gone I tone them up through exercise or if I should just do exercise like running, squats etc to tone my leg and but muscles. Will this muscle just add on to the fat there or will it replace the fat.

I know it’s really unhealthy but I saw a fitness blog with a person with the same issue as me. What they did was do a water fast (no food only water) for a week to loose the fat and then started eating healthy and exercising to tone it up and keep fat at bay. I really don’t want to do this as it is unhealthy but it is the quickest option.

So, does muscle replace fat or does it just pile on top of the fat and I have to loose the fat separately? Because I really do t want to increase my thigh mass through exercising and gaining muscle I want to loose mass.

Should have probably mentioned in a guy. I know most guys don’t have that problem but whatever.

Any exercise routines for toning thighs and buttocks would be helpful as well

For losing weight around thighs and buttocks you can try exercises such as running, squats, lunges, step climbing, and high-intensity interval training.

fat comes off where ever it comes off - particular exercise doesn't remove fat from particular areas - generally for a guy it goes from chest 1st, then butt, then belly area. For females it's generally the thighs and arse where it's last to go (generally, not always). Squats and lunges will tone you in that region, but not remove the fat.
