Using PCR to make DNA fragments

How exactly does PCR make DNA fragments of only the VNTR regions of DNA? I understand how a fragment of a gene is made and all that, but what I don't understand is how a VNTR section is isolated from DNA. Is it just a special type of reverse transcriptase complementary to the VNTR regions?

The DNA primers used in PCR are specific to the VNTR, therefore only these regions will be amplified.
