Long division first, then let n--> infinity to get the limit

Well you want to find the limit of \frac{3n^2+1}{n^2} \equiv 3 + \frac{1}{n^2}
Let's think about what happens as n approaches infinity: that is, n becomes RIDICULOUSLY large.
3 will stay as 3
1/n^2? Well 1/(a very big number) will limit to 0
So it converges to 3 + 0 = 3.
