I dont understand part aii), saw the mark scheme and still a little unsure why you have to ''attempt to solve p(x=7) or p(x=8), then test for p(x=9). therefore the answer is 8''

The mostly likely value of X is equivalent to asking for the mode of X, i.e. the value of X with the highest probability.
As X increases from 0 to 10 the binomial probabilities increase then decrease, this feature helps identify the mode.
