From personal experience, he definitely is interested in you.

For some reason, lack of confidence or other circumstance he feels unable to speak to you.

Do you consider yourself approachable?
Do you and he ever have any reason to talk? eg classmate, work colleague, etc

He might just be shy and/or nervous to make a move. I know I am when I like a girl but in the end I either have to just deal and ask her out or move on.

Well a room is the modern version of a cave. Some people sit in it all day, complaining about life when the answer is to get out and do something about it (see Plato's analogy).

I think it's this, in situations where he has an opportunity to introduce himself and talk in a group he ignored me but we have nothing to say to each other so he can just keep staring if he wants
