last night i did a past paper that had a question the same and i think this is what it is
precision: use a ruler that has mm aswell
accuracy: straighten wire, start measuring at 0cm and move the wire nearer to the ruler when measuring

no i'm pretty sure when its precise because its using a ruler wiith smaller intervals
