CH3COOH, ethanoic acid, is a weak acid. It only partially dissociates in aqueous solution, i.e. CH3COOH <—> CH3COO^- H^ . Also, for every CH3COOH there are not 4 protons or H^ ions, it partially dissociates and releases one H^ . Ethanoic acid does not readily release one mole of protons per mole of acid.

On the other hand, NaOH is a strong base. Each mole of NaOH will release 1mol of OH^- (hydroxide) ions in aqueous solution. Therefore, this description (of a strong base vs. weak acid) involves the largest number of moles of substance given.
