I doubt Ukraine had the resources to do anything else. Their agencies are nothing compared to Russia's intelligence agencies.

Of course it helps give Russia more plausible deniability among ethnic Russians who are already under their wing, but it also bolsters Ukrainian morale at a time when they are still a few years' deep in a war of Russian aggression.
