D1 (Edexcel) general algorithms and trace tables

Below is a question from a past Edexcel D1 exam as well as the markscheme.

(Take S=25000 and fill out the trace table)
Why are 4 entries made on line 1, but only single entries made in the following lines?( i.e. How can I tell, which entries belong on the same line and which entries belong on seperate lines?)

You generally start a new row for each step in the algorithm. However, it doesn't particularly matter - you'll get all the marks as long as you have the correct values and laid them out in a way that is clear.
